The Regulation on the Amendment on Elevator Periodic Control Regulation was published in the Official Gazette and entered into force on September 13, 2022.
Elevator Periodic Control Regulation was published and executed on May 4, 2018, and then, one of the most comprehensive amendments was published and entered into force on September 13, 2022. With the amendments in the definition of regulation, the parties installing and carrying out the maintenance of lifts and the building management were also included in the scope. Similarly, the first periodic control before registration was defined as “pre-registration periodic control of a lift placed on the market for the first time as part of the Elevator Regulation (2014/33/AB) which was published on the Official Gazette dated 29/6/2016 and numbered 29757.”
A Type Inspection Bodies are obliged to control both electric lifts and hydraulic lifts
The documents and scopes requested during the applications for authorization and time extension for authorization of A Type Inspection Bodies authorized by the Turkish Accreditation Agency (TÜRKAK) were widened. As per the statement that “the accreditation of A type inspection agency for lifts according to TS EN ISO/IEC 17020 standard includes the periodic control of electric lifts and hydraulic lifts,” such agencies whose accreditation scope includes only the electric and hydraulic lifts will not be authorized by the Ministry. The supervisor of the first periodic control, lift installers or their authorized services should submit one copy of each of the EU conformity declaration, certificate of conformity issued by the notified body, approved lift preliminary and/or construction project, and calibration verification report for load to the relevant A Type Inspection Body during application for the first pre-registration periodic control of elevator placed on the market.
Obligation for calibration in loads to be used for periodic controls
With the amendment in periodic control principles, the calibration of loads to be used in the full load and declared speed of lifts and the physical features were clarified. It will be required to obtain the verification report or document that can be tracked from calibration laboratory for the load to be used thereof once every three years. The loads should also contain non-erasable model or type information alongside the serial numbers, be made of materials that maintain the physical qualities and do not lead to change in mass, and be ergonomic to be easy to carry. Installers of the lift or the relevant authorized services are required to submit the list containing the identification numbers and addresses of lifts of which they carry out the monthly maintenance during the previous calendar year to the relevant authority physically or via KEP in state until the end of January every year.
Periodic control price can be increased within the year
The price to be taken as basis in the calculation of periodic control fee was increased by the decision making body of the relevant administration as of January of the following year, based on the minimum and maximum price range in line with the commission decision and amounting the revaluation rate determined and declared for that year and it was announced by the Ministry. With the amendment, the prices will be followed on the website of the Ministry livingly without specifying any date.
The tracking control of red tagged lifts is to be performed within three weekdays
A Type Control Agencies were obliged to perform the necessary tracking control within a maximum of three weekdays following the end of 60 days granted for removing nonconformity in the lifts labelled with a red information tag after the control. Moreover, the following statement was also included in the regulation: “The red tagged lift which was classified as defective after the tracking control and detected to be left slightly defective or not made free from defects in the second tracking control within 120 days -taking the periodic control date as a start date- is sealed off from service by the relevant administration.”
Lift periodic controls will be free of charge for state schools
No fee will be demanded for the annual periodic controls and tracking controls of the lifts at all of the state schools (excluding the private schools under the Ministry of National Education) except for the pre-registration first periodic controls.
