Türkiye Elevator Industrialists’ Association (TASFED) visited Deputy Minister of Industry and Technology Hasan Büyükdede in his office; developments in elevator sector was discussed.
Industry and Productivity General Manager Dr. Halil İbrahim Çetin also attended the meeting, where TASFED offered solutions for the problems of the sector. The first issue discussed at the meeting was the increasing number of companies. It was emphasized that the number of qualified maintenance, repair and installation companies, as well as the number of qualified component manufacturers, should be increased in order to prevent unfair competition. TASFED’s proposals in order to prevent new incorporations were also discussed.
TASFED’s proposals for the sector
In order to prevent new incorporations, TASFED management made some proposals including “raising the capital, certain requirements for the company owner and the employees (at least one fulltime mechanical engineer and/or electrical-electronics engineer), more strict physical requirements for the workplace, setting a quota for the companies based on the population and the number of elevators within the city and obliging the maintenance and installation companies to present a letter of guarantee or cash guarantee to the relevant institution at a certain limit.”
TASFED management also pointed out that the fact that building managers are not taxpayers increases unfair competition which is a situation causes loss for the state.
Priority given to global companies in tender specifications is discussed
At the meeting, tender specifications of state institutions and organizations and blockage that the domestic companies are faced with are also discussed. In this regard, tender specifications of the Ministry of Youth and Sports Credit and Dormitories Institution and the Ministry of Health are cited. It is proposed that Directorate of High Technics Board of the Ministry of Environment and the Ministry of Industry and Technology should offer a joint solution for tender specifications.
Customs inspection for imported goods
TASFED emphasized that the imported goods should go through customs inspection and the non-standard materials should not enter the country.
Inspection and imposing sanction for domestic products
It is also emphasized that the products and the premises of the domestic manufacturers, and the products sold by sellers, should also be under inspection, and companies that manufacture non-standard goods should be fined and even be closed.
Market Surveillance fines should be allocated between the parties
TASFED demanded that the four existing test centers should carry out tests at the same level and stated that the fines imposed on elevator sector are too high. TASFED said that the responsibility should be allocated between the parties based on the negligence rate. TASFED reminded that nearly 80 percent of the fines are imposed on the elevator sector while market surveillance fines should be allocated to the constructor of the building, building inspection companies, building managers and Type-A inspection institutions based on the negligence rate, not only to elevator companies.
Base price against unfair competition
TASFED mentioned unfair competition and maintenance works at a fraction of the cost and requested that the maintenance companies should be inspected. Just like they underlined on almost every platform, TASFED again stated that a base price should be defined.
Draft opinions are presented for the elevator periodic control directive
TASFED shared their opinions on the Elevator Periodic Control Regulation, which has been drafted, and reminded that Type-A inspection bodies which carry out the periodic controls charge a fee for the inspection. TASFED stated that the maintenance and installation companies which supervise these inspections do not charge a fee, so they either should be paid or should be withdrawn.
TASFED stated that Type-A inspection bodies should bring their equipment (calibrated measuring devices, personal protective equipment and calibrated weights to carry out load tests) for inspection.
It is also required that the periodic controls of the elevators presented to the market, except the ones in state institutions and organizations, private hospitals commercial buildings and shopping centers, should be carried out every 2 years.
