The Istanbul Finance Center (IFC) Project, which is aimed to be a regional and global finance center planned to be constructed on an area of 300,000 m2, will accommodate the giants of banking sector.

IFC Project, which is the biggest project under construction in Turkey, contains the construction of public banks like the Central Bank, Ziraat Bank, Halk Bank and Vakıflar Bank; public institutions like SPL and BDDK; and private sector investments like T.A.O., Enisler and İş GYO A.Ş.

The opening of the Istanbul Finance Center Project, which was announced in 2008 and was put under construction starting in 2012, has been first postponed to 2018 and then to 2022. The project slowed down because of financial problems of the contractors, and the Turkey Wealth Fund (TVF) took over the rights of Ağaoğlu, Intaş and YDA in September 2019. TVF took over 465 thousand m2 of the project, which has a useable area of 1.3 million m2, including the project and excavation costs, land prices and construction costs, covered to date, for 1.67 billion TL.

Presidency Project   

With the Presidential Decree published in October 2019, Department of Istanbul Finance Center (IFDB) has been established under Finance Office of Presidency. The unit will fulfill the executive and coordination tasks in order to ensure the completion and activation of the Istanbul Finance Center Project. IFDB, which will work for making Istanbul a global financial center, will also develop strategies and policies for this purpose. With the new reorganization, the new unit — which will be harmonized with all legislations developed by different institutions and organizations regarding the Istanbul Financial Center project — will also be responsible for coordination.

The clustering area of the IFC Project, which was previously within Ataşehir district, has been included in Ümraniye district of İstanbul, with the amendment made in the omnibus bill in 2014 and approved by Ministry of Environment and Urbanization in 2012, with a Master Zoning Plan of 1/5.000 and an Implementation Zoning Plan of 1/1.000.

All blocks have been placed surrounding the building blocks and, as a result, a wide open area has been obtained in the middle of the blocks. The open area, which will both serve as a green space and public space, will also form city walls between the building blocks. Thanks to these walls, the roads and streets are more clearly defined and the users feel safe and secure within the open area. A more dynamic urban fabric is formed as the public green areas in the middle of the blocks, and the streets are surrounded by building blocks. The continuity of this fabric and the building blocks defines the city and, with its streets and axes, creates an urban memory.

Turkey’s Highest Building Rises in the Finance Center

When the Central Bank Building, constructed in Istanbul International Finance Center, is completed, it will be the tallest building of Turkey. The Central Bank Tower is designed with a height of 353,90 m with a closed construction site of 301.651 m2. The design of Central Bank Building has been fully refurbished when the first architecture that started the construction of the project in 2018 parted ways. In this process, the architectural project prepared by HPP, the German-based architecture company — which won the design contest organized by the Central Bank in 2015 — has been shelved at the beginning of last year, and it was decided to proceed with Şefik Birkiye’s project from Vizzion Architects.

Elevator and Escalator Units

The stagnation caused by the slowdown in Turkey’s economy following 2018 became more apparent in construction industry. Inevitably, elevator industry, which is directly linked with construction industry, has also be been affected by these developments. On the other hand, the tall buildings within the Istanbul Finance Center brought a new breathe for the industry and also provided a brisk competitive environment among multinational companies. The Project, which will have 635 elevators, escalators and bands in total, will contain many new and technological product ranges, including units that are in 6-9 m/s band and double-deck elevators.

Turkey’s Fastest Elevators will be in the New Central Bank

When the Central Bank building, which is the highest building of the project, is completed, it will be the building that has the fastest elevators in Turkey. KONE’s vertical transportation systems, which will manage the pedestrian traffic via Destination Control System, consist of 60 elevators and 26 escalators in total. Of these, 12 out of 18 double-deck elevators that will be manufactured for the project will be the fastest elevators of Turkey, with their speeds at 9 m/s.
